Dual candidates
and zombies.

1,119 people stood in Japan's 289 districts in February 2026. 749 of them were also on their party's list, so losing the district was not always the end: 92 came back as list members (復活当選, “revived election”), the winners critics call zombies. 311 won less than a tenth of the vote and lost their ¥3 million deposit.

Best-loser ratio · 惜敗率

How close
is close enough.

A party may give several dual candidates the same rank on its list. When it does, the seats go to them in order of their best-loser ratio: their district votes as a percentage of the winner's. MIC prints the ratio to three decimals. A dual candidate who wins the district leaves the list; one who gets less than a tenth of the district vote is struck from it.

In 2026, 487 dual candidates lost their districts. 92 were revived; 73 were struck for falling under 10%. The lowest ratio that still came back was 19.606% (伊藤けいすけ, Sanseito, Gifu 3). The highest that did not was 98.584% (原口一博, Genzei, Saga 1, Kyushu).

Dot colour is the party. A ratio decides only between candidates a party ranked equally; a high ratio does not help a candidate whose party won no seat, or who was ranked below the party's last seat.

Rules and data

How to read
this page.

Dual candidacy · 重複立候補

A party with five or more Diet members, or 2% of the vote at a recent national election, may put its district candidates on its list too, and give any number of them the same rank (Public Offices Election Act, art. 86-2(1) and (6)). List seats go in list order; ties within a rank go by best-loser ratio (art. 95-2(3)).

The deposit · 供託金

A district candidate deposits ¥3 million (art. 92), forfeited to the state below one tenth of the valid votes (art. 93). A list candidate costs the party ¥6 million, or ¥3 million if also standing in a district. The same one-tenth line strikes a dual candidate from the list (art. 95-2(6)).

What MIC publishes

The Ministry of Internal Affairs and Communications (総務省) prints each district's candidates with age, party, new/incumbent/former status, occupation, votes, dual candidacy and best-loser ratio. Names appear as on the ballot list (often with a given name in kana) and as registered. There are no photographs and no per-candidate sex.

Rounding

MIC's vote totals can carry fractions, because ballots naming a surname two candidates share are split between them (art. 68-2). Candidate votes here are MIC's printed whole numbers; ratios are MIC's own, which it computes before rounding.
