Mostly public
money.
Spanish parties live largely on the state: an annual subsidy shared by seats and votes, and a refund of campaign costs paid per seat and per vote. Private giving is capped at €50,000 a person, companies may not give at all, and the Tribunal de Cuentas audits every campaign.
The rules
Who may give,
and how much.
- €50,000Most one person may give a party in a year (LO 8/2007, art. 5.Uno.b).
- €0From companies and other legal persons, banned by LO 3/2015 (art. 5.Uno.c). Anonymous donations are banned too.
- €25,000Donations above this must be reported to the Tribunal de Cuentas within three months (art. 5.Dos).
- €0.37Campaign spending cap per inhabitant of the constituencies where a party stands (LOREG art. 175.2).
Campaign subsidies for 29 November 2026
- €21,168per seat won in the Congress or the Senate
- €0.81per Congress vote, for lists that won at least one seat

The big parties stayed
well under the cap.
Spending counted against each party's legal limit, which grows with the population of the provinces it contests. The PP, Sumar and Vox stood everywhere and shared a €17.6m ceiling; the PP spent the most, at 62% of it. Small regional parties came closest: the PNV used 98% of its cap.

Art. 175 rates applied to the 2023 seats and votes. This is an estimate of the entitlement, not an official payment: the Interior Ministry pays after the audit, never more than the spending a party justifies, and mailing subsidies are left out. PSC is counted with the PSOE.
