✶ Money · Parties Financing Law 5733-1973 · as of 4 November 2026

Paid for
by the seat.

Israeli parties are financed mainly by the state, in proportion to their seats in the Knesset. Private money is tightly capped: no company may give, and a household may give a party ₪2,800 in an election year. The State Comptroller audits every account.

The financing unit · יחידת מימון

₪1.8m
a unit, for 2026.

Everything is counted in "financing units", set by a public committee and indexed each January. For the 2026 election it is ₪1,835,000; for monthly funding, ₪1,638,000.

  • Election funding(seats won in 2022 + seats won in 2026) ÷ 2 units, plus an add-on of 1.4 units (1 in the permanent law; raised for 2022 and 2026). A new party gets one unit per seat won plus the add-on.s.3 · Amendment 46 ↗

What a list gets

Election funding
—
Ongoing funding, a month

Election spending cap
—

Election unit ₪1,835,000 (2026); ongoing unit ₪1,638,000. Funding = (2022 seats + 2026 seats) ÷ 2 + 1.4 units; a new party gets 2026 seats + 1.4. The cap uses members on the determining day, here taken as the 2022 seats. Mergers, splits and joint lists (each party computed separately, add-on shared) are not modelled.

Limits

Caps on spending,
caps on giving.

  • Spending

By members on the determining day: up to five, 10 units; six to ten, 2 units each; above ten, 1.5 units for each extra member; never more than 70 units (₪128m in 2026).

  • Donations

₪1,100 a year per person with their household, ₪2,800 in an election year; five times that for parties outside the Knesset; up to ₪150,400 for a list that gives up state funding.

    s.8, s.8C · Y.P. 14141 ↗
  • Who may give

No corporation, in Israel or abroad. Donations only from a person entitled to vote, never anonymous and never in cash. An illegal donation costs the party twice its amount. (That this excludes foreign donors is our reading of "only from a voter"; the law has no clause naming them.)

    s.8(a), (d1)–(e) ↗
  • Third parties

Groups campaigning in an election must register once their activity passes ₪120,400 (secondary: Wikisource note).
