Seat lab · Chamber of Deputies, 400 seats

Same votes,
another law.

Italy has changed its electoral law five times since 1993. The 2022 Parliament was elected under the Rosatellum; the next one will be elected under Legge 9 ottobre 2026, n. 180, in force since 24 October 2026. Rerun 2022 under either.

201 for a majority of 400

National stage only, as the law computes it before seats are placed in circoscrizioni (DPR 361/1957 art. 83). The Rosatellum option reproduces 2022's 245 list seats exactly. Single-member colleges and the eight seats abroad are kept as won in 2022.

    Rosatellum · legge 165/2017 · used in 2018 and 2022

    One mark,
    two counts.

Three in eight seats were single-member colleges won by plurality; the rest went by list PR. There was one ballot and one vote.

    1. Mark a list

The vote counts for that list and for the coalition's candidate in the college.

    2. Mark only the candidate

The vote is spread over the lists backing them, in proportion to their votes in the college — 1.027.135 votes in 2022.

    3. Split your ticket and the ballot is void

Voting for one coalition's candidate and another's list (voto disgiunto) is not allowed.

    4. Thresholds

3% for a list, 10% for a coalition with at least one 3% list; lists under 1% do not count for their coalition. 10,8% of 2022's list votes went to lists that won no list seats.

    Legge 9 ottobre 2026, n. 180 · “Stabilicum”

    Proportional,
    with a prize.

Passed by the Senate 113–71 on 15 September 2026 and by the Chamber 227–164 on 8 October 2026, after three confidence votes.

    • No more single-member colleges

Except one in Valle d'Aosta and Trentino-Alto Adige's; every other seat is shared by list PR in multi-member colleges.

    • Preferences return

Up to three preferences among a list's candidates; the head of the list is elected first and cannot be voted for by name.

    • A bonus at 42%

The list or coalition first in both chambers with at least 42% in each gets 70 of the 400 deputies (35 of the 200 senators) on top of its proportional share — never more than 220 deputies and 113 senators. Otherwise all seats are proportional; there is no run-off.

    • Same thresholds

3% and 10%, but the best list under 3% in each qualifying coalition still wins seats; each list names its candidate for Prime Minister.

    Legge costituzionale 1/2020 · referendum 20 September 2020

    945 became
    600.

Voters approved cutting the Chamber from 630 to 400 and the elected Senate from 315 to 200 — 69,6% yes in Italy on 53,8% turnout. Each deputy now represents about 151,000 residents instead of 96,000.
