15 Single Member Constituencies and 18 Group Representation Constituencies (8 of four seats, 10 of
five) return 97 MPs. The map is redrawn before each general election by the Electoral Boundaries
Review Committee, a panel of senior civil servants appointed by the Prime Minister, whose report the government publishes
as a White Paper: in 2025 it added two constituencies and four seats.

Below Parliament
Run by MPs, not elected apart.
Singapore has had no local elections since the City Council's in 1957. What a voter's choice of MPs decides locally is
who runs the town council for their estate.
ex officio · Town Councils Act 1988
Town councils · 19
Nineteen town councils since 30 May 2025, declared by the Minister for National Development under the Town Councils Act after each general election (Town Councils (Declaration) Order 2025). Each covers one to three constituencies; the elected MPs for the area are members, one of them chairs it, and the chair appoints other residents as members. So the party that wins a ward runs its estates: the Workers' Party runs Aljunied–Hougang and Sengkang Town Councils.
Manage and maintain the common property of HDB estates (lifts, corridors, lighting, cleaning).
Set and collect service and conservancy charges (Town Councils Act s.53).
Until the next declaration after a general election.

Community Development Councils · 5
Singapore has no states, provinces or counties. Five districts (Central Singapore, North East, North West, South East, South West) each have a Community Development Council, chaired by a Mayor. Chairs and members are appointed by the People's Association's Board of Management, which may designate a chair as Mayor; every Mayor is a PAP MP, usually also an office-holder.
