Money · Political Party Funding Act 6 of 2018 · in force 1 April 2021

Every donation
over R200 000.

Since April 2021 parties must tell the Electoral Commission (IEC) every quarter who gave them more than the disclosure threshold, and the IEC publishes the list. Parties with seats in the National Assembly or a provincial legislature also share public money, mostly by seats. From 2021/22 Q1 to 2026/27 Q1 parties declared R1,14 billion in donations.

What we checked

The 2018 Act and its commencement (1 April 2021), and the Electoral Matters Amendment Act 14 of 2024, which moved the public-fund formula from two thirds by seats and one third equally to 90% and 10%, renamed the Represented Political Party Fund the Political Representatives Fund, and left the threshold and cap to a presidential determination after a National Assembly resolution.

What is secondary

The determination itself, Proclamation R.275 of 2025 (Government Gazette 53182, 18 August 2025), setting R200 000 and R30 million: we could not retrieve the gazette. The figures come from Parliament's committee report, the press and the IEC's own statement for 2026/27 Q1, which applies them. The IEC's FAQ page still shows R100 000 and R15 million.

Who may not give

  • foreign governments or foreign government agencies
  • foreign persons or entities (except for training/skills development or policy development, capped)
  • organs of state
  • state-owned enterprises
  • proceeds of crime (known or reasonably suspected; must be reported) (s. 8(3))

Section 8. Donors must also declare their own donations within 30 days (s.9(2)).

Donors · names as the IEC prints them

Who
gives.

The IEC publishes the donor's name, the amount and the date, and no addresses. Names are kept as printed, so one donor can appear under several spellings ("Martin Moshal", "Martin Paul Moshal"); we have not merged them. One registered company name is itself a street address; it is withheld here and its amount still counted.

Declared but not counted

In its statement for 2026/27 Q1 the IEC left these ANC declarations out of the compliant totals (missing donor declarations or proof of payment, or filed late) and issued a direction under s.15. The IEC says this is not a finding that the donations were unlawful.

The Multi-Party Democracy Fund

A second fund for private money given to democracy rather than to a party, shared by the same formula. 16 contributions since 2021 total R51,26 million; in 2024/25 it received R28 million and paid out R30,89 million. The IEC does not publish its payments by party.

Share out
the fund.

90% of the fund is divided by each party's seats in the National Assembly and the nine provincial legislatures together (887 seats). The other 10% is first split among the ten legislatures by their size, then equally among the parties in each, which favours small parties with seats in several legislatures. With the R324,58 million of 2024/25 and the 2024 seats this reproduces every party's quarterly instalment in the IEC's report to within R2.

Seats as elected on 29 May 2024 (IEC). Independent representatives would share in the same way since 2024; none was elected. Money held back during an election period is paid to the parties represented after it (reg 5(2)), which the calculator leaves out.
