Each voter had two votes for two different candidates; the two most voted are elected for eight years, each with two substitutes (Constitution art. 46). Shares are as the TSE reports them, of all valid Senate votes in the state.
How the count works
Polling day to certification, under the Código Eleitoral and the TSE's resolutions.
Step 1 of 6 · Mesas receptoras
Every urna opens at 8h Brasília time in every state (6h local time in Acre). Each prints a zerésima, a slip showing it holds no votes, before the first voter.
Step 2 of 6 · Mesa receptora
Voters in line at 17h still vote. Each urna then prints its boletim de urna, the station's result, signed by the poll workers and posted at the door; anyone may photograph it and check it later against the TSE's file.
Step 3 of 6 · TRE · TSE
The result file, digitally signed, is transmitted from the polling place or carried on a memory card to a transmission point and sent to the TSE in Brasília over the electoral courts' network.
Step 4 of 6 · TSE
The TSE totals the bulletins as they arrive and publishes the count from 17h on resultados.tse.jus.br. In 2026 the runoff result was certain at 21h09 and totalisation complete at 23h26.
Step 5 of 6 · Pollsters
A survey of voters carried out on polling day may be published only from 17h Brasília (Res.-TSE 23.600/2019 art. 12). Abroad, the last stations close later; the legal rule is still 17h.
Step 6 of 6 · TSE · TREs
Within weeks the electoral courts certify the winners (diplomas), which lets them take office: the President on 5 January, governors on 6 January, Congress on 1 February.
What may be published, and when
There is no pre-election poll blackout: the 15-day ban added in 2006 (art. 35-A) was struck down by the STF (ADI 3741). Registered polls may be published up to and on polling day.
Lei 9.504/1997 art. 35-A; STF ADI 3.741 ↗A survey of voting intention carried out on polling day (boca de urna) may be published only from 17h Brasília time.
Res.-TSE 23.600/2019 art. 12, as amended by Res.-TSE 23.727/2024 ↗Crimes on polling day: loudspeakers, rallies and motorcades; canvassing voters or 'boca de urna' propaganda; distributing party or candidate propaganda; and new or boosted content on the internet (content already published may stay up). Silent individual displays (flags, badges, stickers) are allowed.
