R$ 5,0 bi
of public money.

Since the STF banned company donations in 2015, Brazilian campaigns run mostly on two public funds: the campaign fund (Fundo Especial de Financiamento de Campanha, FEFC), R$ 5,0 bi for 2026, and the parties' yearly Fundo Partidário, R$ 1,2 bi in 2025. The FEFC alone comes to R$ 31 per registered elector; PL, PT, UNIÃO took 40,8% of it.

Lei 9.504/1997 art. 16-D

How the fund
is split.

The law fixes the formula; the TSE applies it each election year. 2% is shared equally among every registered party, 35% by the votes each party with at least one deputy won for the Chamber at the last general election (2022), 48% by the deputies it elected then, and 15% by its senators. 10 parties with no member of Congress received only the equal share, R$ 3,3 mi each.

Parties must give women candidates at least 30% of their FEFC money (Constitution art. 17 §§7–8, EC 117/2022) and Black and brown candidates at least 30% (EC 133/2024).

The four slices of R$ 5,0 bi
  • 2% Equally, every registered party R$ 99,2 mi
  • 35% By Chamber votes, parties with a deputy R$ 1,7 bi
  • 48% By Chamber seats R$ 2,4 bi
  • 15% By Senate seats R$ 744 mi

The five largest shares, by slice (our recomputation)

  • PL R$ 868 mi
  • PT R$ 619 mi
  • UNIÃO R$ 541 mi
  • PSD R$ 423 mi
  • PP R$ 425 mi

FEFC 2026 by party · TSE table of 3 June 2026

Official table,
our check.

Bars are the TSE's amounts; the tick is the art. 16-D formula run on the 2022 results with parties merged into their successors. They differ by up to R$ 14,9 mi for one party (R$ 57,1 mi moved in all) because the TSE counts deputies and senators by party on its own reference date, after switches allowed by the Constitution (art. 17 §5) and mergers. We show both rather than pick one.

2022 Chamber votes (nominal + party-list, valid) and deputies elected per party, merged into today's successor parties; senators elected in 2022 plus the 54 in office on 2 Oct 2022 for seats won in 2018, by party on that date (Senado). The TSE adjusts for deputies who changed party under CF art. 17 §5 and other cases, so differences are expected. Fundo Partidário figures are the quotas the national directorates booked as received from the TSE in their 2025 annual accounts (CKAN prestacao-de-contas-partidarias-2025): budget allocation plus fines (multas). 19 parties met the access threshold; the others received nothing. Per deputy and per vote use the 2026 Chamber result, which the 2026 fund did not depend on: the money a party had for each seat it then won. Cheapest seat: MISSÃO R$ 3,3 mi; dearest: SOLIDARIEDADE R$ 44,3 mi. Most per vote among parties that won seats: REDE R$ 135,87.

Lei 9.096/1995 art. 41-A · Constitution art. 17 §3

The parties'
yearly fund.

The Fundo Partidário pays for parties between elections: 5% in equal parts and 95% by votes at the last Chamber election, but only to parties that pass the barrier clause (cláusula de desempenho). In 2025, 19 parties received it. From 2027 the bar rises to 2,5% of the national Chamber vote in at least 9 states with 1,5% each, or 13 deputies elected across 9 states; failing parties also lose free airtime.

Lei 9.504/1997 arts. 44–47

Free airtime.

Paid political advertising on radio and TV is banned. Instead, broadcasters must carry the horário eleitoral gratuito for 35 days before the eve of the first round: 90% of the time is shared in proportion to each ticket's parties' seats in the Chamber (for a coalition, its six largest parties), 10% equally (art. 47 §2). Only parties that pass the barrier clause count. Broadcasters are compensated with tax deductions.

What the campaigns
raised and spent.

Cap: R$ 88,9 mi for the first round and R$ 44,5 mi more for the runoff. Bars are receipts by source; the line marks expenses contracted. Totals as filed (final accounts unless marked partial).

Per vote: expenses ÷ votes in the last round contested. Presidential accounts: totals only, from the candidates' filed accounts (FINAL unless marked PARCIAL). Runoff candidates' accounts cover both rounds; their cap is the sum of both rounds' caps.
