Constitution, Art. 59

The Forum
and the register.

The National Consultative Forum of Political Organisations (Ihuriro ry'Igihugu Nyunguranabitekerezo ry'Imitwe ya Politiki, NFPO) is set up by the Constitution "for the purposes of political dialogue, and building consensus and national cohesion". Every registered party belongs; each sends four representatives to its General Assembly, at least two of them women. It has no chair: a spokesperson elected for six months rotates between parties. Léonard Ndagijimana (PDC) has held the post since 24 September 2026.

The Forum designates four of the 26 senators (Art. 80(1)(c)). The State's subsidy to the Forum and the parties' grants are on the Money page.

A party exists in law once the Rwanda Governance Board (RGB) registers it under Organic Law n° 10/2013/OL governing political organisations and politicians, as amended in 2018. Article 57 of the Constitution prohibits parties "from basing themselves on race, ethnic group, tribe, lineage, ancestry, region, sex, religion or any other division which may lead to discrimination"; PDC and PDI dropped the "Christian" and "Islamic" of their founding names after 2003.

Polls

No published
opinion polls.

There is no series of national voting-intention polls for Rwanda, and this page shows none.

The elections law (Organic Law n° 002/2026.OL) has no rule on opinion or exit polls. But publishing the results of a quantitative survey covering the nation or a province requires the prior approval of the National Institute of Statistics of Rwanda (NISR) (NISR's survey-visa procedure). No published national voting-intention poll is known to this site. The statutory article behind the procedure was not read (statutory article not read).

  • Diane Rwigara Not on the final list of presidential candidates · National Electoral Commission · 14 June 2024 The NEC said her file lacked required documents: a court document in place of a criminal-record certificate, and supporters' ID numbers that did not exist or were not registered to the named supporters. She said she had submitted 974 signatures from all 30 districts. VOA, June 2024: Rwandan female aspirant criticizes ouster from presidential poll ↗
  • Victoire Ingabire Umuhoza Request to have her civic rights restored refused · High Court, Kigali · 13 March 2024 The court held that she was not yet eligible because the conditions of her 2018 presidential pardon had not expired; her 2012–13 conviction (terrorism-related offences and genocide denial, 15 years) therefore still barred her (Constitution Art. 99(d)–(e)). In June 2025 she was arrested on new charges; her trial opened in the High Court in June 2026.
