✶ Money · Keuangan partai politik · as of 5 November 2026

Rp1.000
a vote, a year.

Indonesia pays its parties per vote, but only a little: Rp1.000 for each valid DPR vote, every year of the term, to parties that won seats. The eight DPR parties share about Rp134 miliar a year. The rest of party money is private. Donations are capped, campaign spending is not, and the audit board checks how the state's share is spent.

State aid · bantuan keuangan partai politik

Three rates,
three levels.

The rates are set by government regulation, not by statute: PP 5/2009 as amended by PP 1/2018. Each level of a party is paid on its own result, and only if it holds seats in that assembly: Partai Politik tingkat Pusat yang mendapatkan kursi di DPR (Art. 5(1)).

  • Rp1.000 · Central party board, per DPR vote Up from Rp 108 before 2018. Paid by the Home Affairs Ministry from the state budget. PP 5/2009 Art. 5(1) as amended by PP 1/2018 ↗
  • Rp1.200 · Provincial board, per DPRD provinsi vote A province already paying more may keep doing so (Art. 5(4)). PP 1/2018 Art. 5(3) ↗
  • Rp1.500 · Regency/city board, per DPRD kab/kota vote A regency already paying more may keep doing so (Art. 5(6)); some pay Rp 3,000–4,000 (e.g. Ponorogo, Pemalang in 2025). PP 1/2018 Art. 5(5) ↗
  • What it is for The aid is diprioritaskan untuk melaksanakan pendidikan politik (prioritised for political education) for members and the public, and also pays for the party secretariat (Art. 9). PP 1/2018 Art. 9 ↗
  • If the report is late A party that files its accountability report late, or not at all, gets no aid for that budget year until the BPK has audited the report (Art. 16). PP 1/2018 Art. 16 ↗

The ten parties below the threshold won 17.304.168 votes (11,4% of the valid vote) and get no national aid. PPP, with 3,87%, missed out by the narrowest margin.

Raising the rate,
on the 2024 votes.

The rate rose from Rp108 to Rp1.000 in 2018. Two larger rises have been proposed since. Applied to the same 134.489.125 votes:

  • The law today · 4 January 2018 Rp1.000 a vote Rp134 miliar a year · Rp672 miliar a term

Limits · batas sumbangan

Caps on giving,
none on spending.

Two regimes apply. Between elections, the parties law caps what a donor may give a party in a year. During the campaign, the elections law caps what a donor may give a ticket, party or candidate over the whole campaign. UU 7/2017 caps donations but sets no limit on what a presidential ticket, party or candidate may spend.

To a party, a year

UU 2/2011 Art. 35(1)

To a campaign, in total

UU 7/2017 Arts. 327, 331, 333

Regional elections work the other way round: each local KPU sets a spending ceiling per ticket, from population, area and unit costs, and donations are capped at Rp75 juta from an individual and Rp750 juta from a company (reported; PKPU 14/2024 not read). Examples from 2024: West Java (governor) Rp150 miliar; Bogor City (mayor) Rp72 miliar (press, unverified).

2024 presidential election · final campaign finance reports (LPPDK)

The winner
was not the biggest spender.

Each ticket filed an opening balance (LADK) and a final report of receipts and spending (LPPDK), audited by public accountants the KPU appointed. Ganjar–Mahfud reported the most money and came third; Prabowo–Gibran won with less than half of it.

Audit · Badan Pemeriksa Keuangan

Every rupiah
of aid, audited.

The BPK audits each party's report on the state aid every year (UUD 1945 Arts. 23E–G). In the latest national summary found, 2022 aid (IHPS I/2023), all 9 central boards' reports on Rp126 miliar were compliant. Of 5.199 regional reports, 73,0% were compliant, 25,9% compliant with exceptions and 0,8% not compliant.

  • Amounts reported not matching amounts disbursed
  • Party bank accounts not used for the aid
  • Incomplete evidence of spending
  • Too little spent on political education, which PP 1/2018 Art. 9 makes the priority use (a Home Affairs regulation sets a 60% minimum — not checked)

Pay · DPR members

Rp65,6 juta
a month, take-home.

A DPR member's base salary is only Rp4.200.000 a month (PP 75/2000); allowances make up the rest, about Rp74,2 juta gross. A housing allowance of Rp50 juta a month, introduced for the 2024–2029 term, set off the protests of August 2025 and was stopped from 31 August 2025; the DPR then published the package (as of 5 September 2025).
