✶ How to vote · cara mencoblos · 07.00–13.00 local time

Punch,
then ink.

Every Indonesian citizen of 17 or over, or who is or has been married, may vote; registration is automatic. On polling day you show your identity card at your polling station (TPS), punch a hole in each ballot with a nail, drop each into the box of its colour and dip a finger in ink. On 14 February 2024, 81,48% of 204.422.181 electors did.

What happens at your polling station, in order.

Step 1 of 7 · Formulir Model C Pemberitahuan

The invitation

Days before, the polling-station committee (KPPS) delivers a notice with the voter's name and TPS. It is not required to vote — an e-KTP is enough if the name is on the list.

Five ballots · lima surat suara

One colour
for each race.

  • abu-abu · grey

    President and Vice-President

Punch once on the number, names, photo or a nominating party's symbol in one pair's box.

  • kuning · yellow

    House of Representatives

Punch once on a party's number or symbol and/or one candidate's name. A punch on a candidate counts for them and their party; on the party only, for the party.

  • merah · red

    Regional Representative Council

Punch once on one candidate's number, name or photo (individual candidates, no parties).

  • biru · blue

    Provincial assembly

    As for the DPR.

  • hijau · green

    Regency or city assembly

As for the DPR. Not in Jakarta.

Jakarta's voters had four: Jakarta has no elected regency or city assemblies. Voters who moved province before polling day (DPTb) get only the ballots of the races they can still vote in. From 2029 the national vote will have three ballots (President, DPR, DPD), and the local vote the assemblies and regional heads. Paper colours as set by the KPU for 2024 (reported ↗); the marks allowed, UU 7/2017 art. 353 ↗.

A hole in
the right box.

On the DPR and assembly ballots you may punch a party, one of its candidates, or both. Open lists mean the candidate punch matters: seats go to each party's candidates in order of their personal votes.

Read from the text of PKPU 25/2023 ↗ (art. 53–55). For President, one or more punches inside one pair's column count for that pair (art. 53(4)); on the DPD ballot, inside one candidate's column (art. 53(6)). A hole through the folded paper that leaves a symmetrical twin in the same column is one vote.

Open list · daftar calon terbuka

Each party prints its candidates for the district in its own column. A punch on a name is a personal vote: within each party's seats, the candidates with the most of them win. Each party may list as many candidates as the district has seats, so with 18 parties a ten-seat district's ballot can carry up to 180 names.

Tinta · the inked finger

One finger,
one vote.

After the last ballot goes in, the voter dips a finger in the ink provided before leaving the TPS (PKPU 25/2023 art. 27(3)). The violet stain lasts for days: it is how a station knows someone has already voted, and a familiar polling-day photo.

Writing on the ballot is forbidden, and so is photographing your choice in the booth (art. 28). The ink, the transparent boxes and the count in public are the checks; the vote itself stays secret.

Counting and recapitulation · penghitungan dan rekapitulasi

Read aloud,
sheet by sheet.

From 13.00 the KPPS opens every ballot in front of witnesses and the public, calls it valid or invalid aloud, and marks the tally on large sheets pinned to the wall. The sheets are photographed into the KPU's Sirekap app, then added up in public meetings at the district, regency, province and national levels. The 2024 national result came 35 days after polling day.

Abroad · pemilih luar negeri

Two ballots,
from embassies and the post.

Citizens abroad vote for President and for the DPR, in the Jakarta II district; they have no DPD or assembly ballot. In 2024, 1.750.474 were on the overseas list and 671.366 cast a valid presidential vote; the KPU put turnout abroad at 43,8%. Overseas committees (PPLN) at each mission ran the vote some days before the home vote.

Overseas list: KPU, 2 July 2023; votes and turnout: KPU decrees 360 and 1043/2024. The DPD electorate in decree 1207/2024 is domestic only. UU 7/2017 art. 397 ↗.

  • TPSLN

    Polling stations abroad

At embassies, consulates and other venues, on a day the overseas committee sets.

  • Kotak Suara Keliling (KSK)

    Mobile ballot boxes

Taken to workplaces, dormitories and ships where many Indonesians live far from a mission.

  • Pos

    Postal voting

Ballots are mailed to registered voters and returned to the PPLN, which counts them with the TPSLN results.

Accessibility

Help in the booth,
a box at the bedside.

  • Help in the booth

Voters with disabilities may bring a helper of their choice or ask a KPPS member, who must sign a statement to keep the vote secret.

  • Braille templates

Blind voters may use a braille template (alat bantu tunanetra) — for the presidential and DPD ballots only.

  • Hospitals, prisons and homes

KPPS teams carry ballots to patients and residents who cannot reach the TPS.

Three time zones

07.00 to 13.00,
local time.

Every polling station keeps the same hours by its own clock, so the east opens and closes first. Quick counts wait for the west: 15.00 WIB.

Hours 07.00–13.00 as published by the KPU for 2024 (reported ↗); voters still queuing at 13.00 may vote, and the unregistered with an e-KTP (DPK) vote in the last hour.
